The Real Story Behind the Cape Town Foreshore's Most Famous Facelift

If you spent any time looking for office space in the Cape Town CBD a decade or two ago, you probably remember the old Standard Bank Centre. It was a giant, grey concrete fortress on the corner of Hertzog Boulevard and Heerengracht Street. Built during an era of modernist planning, it was designed to be inward-looking, secure, and completely isolated from the street. It was a corporate stronghold, not a place that welcomed the city in.

Fast forward to today, and that same site, now known as The Towers, is one of the most successful examples of urban regeneration in South Africa. In my almost ten years as a commercial broker, I have seen plenty of landlords throw a fresh coat of paint on a tired building and call it a refurbishment. What Redefine Properties did here in 2015 was entirely different. They spent R533 million to completely reinvent the asset, turning a monolithic block into a thriving, multi-tenant commercial hub that houses around 2,800 workers every day.

If you are considering moving your business to the office space in the Foreshore, The Towers should be high on your shortlist. Here is my honest, broker-led breakdown of what actually makes this building tick, where the pitfalls lie, and why it continues to command premium tenants.

The R533 Million Transformation: Cutting Through the Red Tape

To understand the value of The Towers today, you have to look at how the redevelopment was executed. Usually, getting major planning approvals through the City of Cape Town takes up to two years. Redefine managed to compress this timeline to just 14 months by working directly with municipal planners to align the building's upgrade with the city's broader spatial goals.

The developer agreed to upgrade the adjacent public space, Merriman Square, which had become a wind-swept, underutilised concrete slab. By investing in modern paving, extensive landscaping, and outdoor seating, they created an active public plaza. This was not just a favor to the city, it was a brilliant commercial move. It gave the building a welcoming front door and created a space where your staff can actually sit and enjoy their lunch.

They also added over 2,180 square metres of ground-floor retail space. Instead of blank concrete walls, the street level now features active shopfronts, food outlets, and essential services. A dedicated pedestrian walkway was built to connect Hertzog Boulevard directly to Old Marine Drive, stitching the building back into the daily footpaths of commuters walking to the nearby station.

P-Grade vs A-Grade: Understanding the Space

The Towers consists of three interconnected towers. The office spaces inside are a mix of Premium Grade (P-Grade) and A-Grade options. In the Cape Town market, these classifications get thrown around a lot, but here is what it actually means for your business.

The upper floors offer some of the best views in the city, stretching across the port, Table Bay, and back towards Table Mountain. These premium floors feature top-tier finishes, high ceilings, and highly efficient floor plates that allow for flexible, modern fit-outs. The building also carries a 4-Star Green Star rating from the Green Building Council of South Africa. For corporate tenants trying to hit strict environmental, social, and governance targets, this is a non-negotiable requirement.

However, you need to be smart about how you configure your space here. Because the building is made up of three interconnected towers, some of the deeper floor plates can have darker central pockets away from the windows. When we take clients through the building, I always advise them to work closely with a professional space planner to ensure their desks are positioned along the glass perimeter, leaving the internal zones for meeting rooms, pause areas, and print hubs.

The Parking Goldmine: 1,600 Bays

Ask any business owner in Cape Town what their biggest headache is, and they will tell you it is parking. In the older parts of the CBD, finding a building with a decent parking ratio is almost impossible. Tenants are often forced to rent bays in public garages blocks away, which is a massive pain for staff safety and convenience.

This is where The Towers holds a massive competitive advantage. The 2015 redevelopment included the construction of a massive parking deck, bringing the building's total capacity to 1,600 parking bays. This allows the landlord to offer highly competitive parking ratios that you simply cannot find in other central buildings. If your business relies on a sales team that is constantly on the road, or if you have senior executives who demand secure, on-site parking, this feature alone makes the building worth the rent.

Transit and Location: The Foreshore Advantage

Location is everything, but connectivity is what actually keeps a business running. The Towers sits at 2 Hertzog Boulevard, placing it right at the gateway of the city. It is directly adjacent to the Civic Station, making it incredibly easy for staff using the MyCiTi bus network, metropolitan trains, or golden arrow buses.

For clients driving in from the Northern Suburbs, Century City, or the southern suburbs, the building offers almost immediate access to the N1 and N2 highways. You do not have to fight your way through the narrow, congested streets of the upper CBD to get to your desk in the morning. You can exit the highway, park your car, and be at your desk in minutes.

We are also seeing a major shift in tenant preferences. While the V&A Waterfront remains highly desirable, the rental rates there are at an absolute premium. The Foreshore offers a highly compelling alternative. You get the same proximity to the harbor, excellent security, and world-class transport links, but at a rental rate that makes far more commercial sense. According to recent market data from SAPOA, vacancy rates in the Foreshore have remained highly resilient compared to other national nodes, purely because of this value proposition.

The Broker's Verdict: Is The Towers Right for You?

Let's cut through the marketing talk. The Towers is not the cheapest building on the Foreshore, and it does not try to be. It is a premium asset managed by one of the largest institutional landlords in the country. That means you get professional management, excellent security, and a building that is kept in immaculate condition.

If you are a small startup looking for cheap, creative space, you might want to look at options in Woodstock or Salt River. But if you are an established corporate, a financial services firm, a legal practice, or a multinational call centre that needs reliable infrastructure, high security, excellent parking, and a prestigious address, The Towers is incredibly hard to beat.

My advice to tenants is simple. Do not just look at the face rental rate per square metre. Calculate the total cost of occupancy, including your parking costs, municipal rates, and the productivity gains of having your staff right next to the city's main transport interchange. When you look at the numbers that way, the value of this building becomes very clear.
